When filing a Higher-Level Review (HLR) for your VA disability claim, you have the option to request an informal conference—a phone call with the VA reviewer handling your case. But many Veterans aren’t sure if this step is worth it or how it can impact their appeal. What Is an Informal Conference?

An informal conference is a scheduled phone call between you (or your representative) and the senior VA reviewer assigned to your HLR. During this call, you’ll have the opportunity to:

  • Point out errors made in the original decision

  • Clarify misunderstandings or misinterpretations of medical evidence

  • Highlight key parts of your file that support your claim

  • Provide verbal arguments without submitting new evidence

While no new documentation is accepted during an HLR, this conference lets you guide the reviewer’s attention to the most important aspects of your case.

When to Request One

An informal conference is especially valuable if:

  • Your original denial was clearly based on misreading or ignoring medical records

  • The VA relied too heavily on a flawed Compensation & Pension (C&P) exam

  • You believe the decision-maker overlooked a service connection or rating issue

  • You’re confident you (or your representative) can present a strong verbal case

Even though the reviewer can’t accept new evidence, your explanation may be enough to change the outcome.

When You Might Skip It

There are cases where an informal conference may not be necessary or helpful, such as:

  • If the claim denial was purely legal and not factual

  • If you have no additional clarification to provide

  • If you’re not comfortable speaking with the VA yourself and don’t have a representative

Also, requesting an informal conference may slow the review process slightly due to scheduling delays, though the overall timeline is still shorter than other appeal options.

How to Prepare

If you decide to request the conference, preparation is essential. Here are some tips:

  • Review your denial letter and identify specific errors

  • Write down key points you want to cover

  • Focus on facts already in your record—no new evidence allowed

  • Be clear, respectful, and direct

If you have a representative, like a VSO or claims consultant, they can attend the call on your behalf or help you prepare.
